RCORP – Neonatal Abstinence Syndrome (NAS) from HRSA

Goal:

To reduce morbidity and mortality of substance use disorder (SUD), and opioid use disorder (OUD), and to reduce the incidence and impact of neonatal abstinence syndrome (NAS) in Oklahoma’s high-risk rural communities, which lack services and resources.

  • A partnership with Family & Children’s Services
  • The target population within the Tulsa MSA is pregnant women, mothers, and women of childbearing age with a history of, or who are at risk for, SUD/OUD – and their children, families, and caregivers who reside in the seven counties within the Tulsa MSA (Creek, Okmulgee, Osage, Pawnee, Rogers, Wagoner and Tulsa).
  • The two major focus areas are criminal justice issues and improving the provider workforce.
  • Oklahoma has led the nation in female incarceration for the past two decades. According to the U.S. Department of Justice, Bureau of Justice Statistics (2018), Oklahoma's female imprisonment rate is more than double the national rate at 157 per 100,000 residents, and 57 per 100,000 for the nation.

Key successes to date:

  • Established telehealth services via iPads for women incarcerated in Okmulgee, Osage, Rogers and Wagoner County jails; more than 100 women served to date.
  • Established “Parenting Inside Out” program for women incarcerated in Okmulgee, Osage and Wagoner County jails, and piloting a men’s program in Okmulgee and Wagoner Counties.
  • 45 public awareness presentations and 60 community events to date.
  • Consortium of community stakeholders from all seven counties, representing cross sectors of society.
  • Invited lecture at the 2022 Rx Drug and Heroin Summit in Atlanta (Project Manager Chetana Musapeta and F&CS Case Manager Jena Moore).
  • Invited lecture at the 2022 American Public Health Association Conference in Boston (Project Manager Chetana Musapeta and F&CS Case Manager Jena Moore).
  • Invited lecture at the 2022 Regional Head Start Conference (Oklahoma, Arkansas, Texas and Louisiana) (Project Manager Chetana Musapeta and F&CS Case Manager Jena Moore).
  • Presenter at the 17th World Congress on Public Health in Rome, Italy (Project Manager Chetana Musapeta).
