Notice of the meeting was given in writing to the Oklahoma Secretary of State more than forty-eight (48) hours prior to the meeting, and the agenda of this meeting was posted at all entrances of Oklahoma State University Center for Health Sciences, 1111 West 17th Street; twenty-four (24) hours prior to such meeting, excluding Saturdays, Sundays, and legal holidays, in compliance with the Oklahoma Open Meeting Act.

1. Call to order and establishment of a quorum - Chairman Helm
   • The meeting was called to order by Jay Helm at 1:18 PM. After a roll call, Jay Helm declared that a quorum of the Trustees of the Oklahoma State University Medical Trust was present for the meeting.
2. Discussion, consideration, and possible vote on the approval of minutes of the January 23, 2023 , meeting - Chairman Helm

3. CEO's Report -Eric Polak, CEO
   1. Financial Report

      • Eric Polak discussed the year-to-date financials. There are no unexpected variances to budget. To date the Authority has spent just under 1.3 million on pre-construction of the Mental Health Hospital. All but one of the payments has been reimbursed by the OSU Foundation to date. ARPA Grant Agreement is for informational purposes only.
   2. Legislative Update
      
      • Johnny Stephens reported the OSUMA request bill passed the Senate today and is now moving to the House. Moving forward with the statutory changes needed for adding a board member and allowing for virtual participation in meetings.
