Candida Barlow, Ph.D, MSN, CRN-BC, RN

Director of Clinical Research, Clinical Research Consultant

Candida Barlow, also known as Candi, has been a registered nurse for 20+ years. She earned her Ph.D. in Nursing in 2023, with a focus on research conduct knowledge, leading to the creation of the “Nursing Research Conduct Knowledge Model.” Her research interests include research conduct knowledge and informatics operations in clinical trials. She is a board-certified clinical research nurse through the American Board of Nursing Specialties. As the Director of Clinical Research at Oklahoma State University in Tulsa, Oklahoma, she leads a team of researchers and oversees the implementation of best practices per state and federal regulations. She also serves as a Clinical Research Consultant, working with clinical research sites nationally and globally. Her hallmark is her successful projects, which include the effective implementation of best practices per state and federal regulations and experience implementing computerized systems in clinical research, electronic compliance, e-regulatory, electronic source, and automated billing compliance programs.

Matthew Maxey RN-BSN, MLA

Assistant Director of Clinical Research at OSU-CHS

Matthew has 30+ years of healthcare experience. He began his nursing career in emergency services and has over 12 years of ER experience and held many specialized certifications for emergency, trauma, and cardiac care. He then changed course to focus on his leadership and management skills. His roles in that area have included: Charge Nurse, Department Manager, House Supervisor, Administrator On-Call, and Director of Nursing in Long Term Care and Hospital facilities. His hospital work also shifted to focus on mental health, substance abuse recovery, and TBI rehabilitation. Matt obtained a special designation as a Certified Brain Injury Specialist while working with TBI patients. He also enjoyed speaking at national conferences about his work with the TBI population. Matt’s continued career advancement in the hospital setting culminated with his role as a Chief Nursing Officer for an accredited (CIHQ) hospital. While working as a CNO Matt helped the hospital achieve two special designations; a Center of Excellence in Stroke Rehab (CIHQ), a top 25 Rehab Hospital in the U.S. (Newsweek, 2025).

Matt’s career successes led him to bring his talents to the academic environment. He provided leadership to the OSU Health Access Network that included a highly proficient team of RN & LCSW Care Managers who facilitated much needed resources to the Medicaid population in Oklahoma. One of the major focal points for Matt and his team during that time was to improve patient access to quality healthcare found within the OSU-CHS clinic systems that also included the OSU-Adjunct clinics in rural areas in Oklahoma. Matt currently remains in the academic arena at OSU-CHS but has chosen to enter the specialized field of Clinical Research. Matt hopes his 30+ years of healthcare experiences will bring some additional benefit to the growing Clinical Research Unit at OSU.

Jennifer McGee

Clinical Research Regulatory Specialist

Jennifer has 7+ years of experience in Clinical Research as a Regulatory Specialist, with expertise in regulatory compliance, documentation oversight, and coordination within regulated healthcare and research environments. Her work reflects a strong emphasis on accuracy, organization, and adherence to ethical and regulatory standards.

Her meticulous attention to detail and her ability to manage complex regulatory documentation in alignment with institutional policies and applicable local, state, and federal requirements, makes her a valuable addition to our department.   Jennifer has extensive experience supporting clinical research study start up activities, contributing to timely study activation and consistent compliance across research programs. She works collaboratively with a multidisciplinary team to support compliance, audit readiness, and high quality research operations throughout the study lifecycle.

Nancy Willmann, RN

Nancy has been a nurse for 30 plus years and with over 14 years of knowledge in clinical research, she has a strong background in conducting and managing research studies. Her experience includes Pediatric vaccines, Cardiology, Wound Care, HBOT, HIV, IR, and IM. She served as HBOT research supervisor for several years and now serves on the advisory board for Community Care College for the Certified Medical Assisting Program. She is responsible for the overall management of multiple clinical trials, from early phase to phase IV clinical trials with drug, device, or data trials with multiple sponsors and has experience in working with diverse populations. Her education allows her to provide input for contracts and budgets. She is proficient in regulatory, and protocol development and source document design. IP and sample management, in addition to monitoring for quality assurance for select trials. Her years of nursing experience and teaching has allowed her to educate incoming Nursing staff. Her goal is to contribute to the advancement of knowledge and improve patient outcomes through rigorous and impactful research.

Amber Brightmire, LPN

Clinical Research Coordinator

Amber has been a Clinical Research Coordinator for three years- focusing mainly in the fields of Pediatrics, Vaccines, and Cardiovascular medicine. As a Licensed Practical Nurse of 20 years, she has a nursing background focused on Family Medicine and Addiction Medicine. In her clinical research career, she has been responsible for IP management, phlebotomy, vaccine administration, consent, and data entry. As a valued team member, she has been associated with trials conducted in Phases II-IV. In addition, she has been involved in her institution’s “Research Week” which showcases student research and encourages researchers to interact with other research professionals. She continues to advance her clinical research knowledge by attending educational conferences and seminars as well as maintaining current CITI training courses to ensure professionalism and compliance. In the future, Amber would like to assist in enhancing OSU Clinical Research by expanding our reach into new medical specialties, as well as helping to educate others on the importance of clinical research in gaining deeper insights into illnesses and the discovery of improved methods of treatment.

Angela Millington, BS, CCRC

Clinical Research Coordinator

Angie has been a Clinical Research Coordinator for nearly 25 years. Her focus has been in the fields of Pediatrics, Vaccines, HIV, Addiction, OBGYN, and Neurology. She became certified through ACRP as a CCRC in 2003. She has served as an ACRP officer for 4 years and is currently the Chair of the Oklahoma Chapter. In her career she has conducted phases I through IV drug and observational studies and led other interventional programs for numerous sponsors. After starting out with animal research at the OSU Vet School, she has come back to OSU at the Center for Health Sciences where she provides input for contracts and budgets, handles regulatory, advises on SOP development and source document design, assesses continued consent, data entry, IP and sample management, in addition to monitoring for quality assurance for select trials. Responsible, in part, for mentoring incoming staff, she has also served in a supervisory role as needed. She has provided insight and education as a consultant on Forensics and Alzheimer Disease studies. In addition, she has organized and presented community outreach sessions in Tulsa to raise awareness of clinical research.

Kayci Andrews, RN

Clinical Research Coordinator

Kayci has been a nurse for 15 years, with a background in dialysis and nephrology nursing. Kayci was co-chair of the unit-based council, a team that helped coordinate new policies for her the dialysis unit. Although Kayci is new to her role as a clinical research coordinator she brings her clinical expertise and attention to detail. Kayci states her love for educating patients brought her from the hospital setting to research. She has been able to take a deep understanding of patient care and communication with our participants so that they are able to understand complex medical information. Kayci has completed her Citi Training courses as well as OHRPs learning modules. Kayci has a great addition to our team and is currently conducting research on a phase II trial.

Jordyn McCullough, M.S.

Clinical Research Coordinator

Jordyn McCullough is an OSU alumni, who graduated with a master’s degree in Microbiology and Molecular Genetics. She worked as a Microbiologist in a clinical laboratory before returning to OSU as a Clinical Research Coordinator. Jordyn has worked on studies in Addiction Medicine and Pediatrics. Jordyn has been instrumental in the implementation of Computerized Systems including CTMS and eRegulatory. Jordyn is passionate about advancing the systems that the Clinical Research Unit utilizes to achieve the highest quality assurance to advance clinical care.
