John J. Frucci EdD, MS, CIPBI is an assistant professor at OSU Center for Health Sciences in the School of Forensic Sciences. He is the program director of the Arson, Explosive, Firearms and Tool Marks Investigation graduate program and the director for the Center for Fire & Explosives, Forensic Investigations Training & Research or CENFEX. Frucci is a retired detective from the Essex County Sheriff's Office in Newark, N.J. He was a bomb technician, bomb squad commander and a member of Essex County Prosecutor’s Arson Task Force, as a fire and post-blast investigator.
Billy Magalassi

Mr. Billy Magalassi began his law enforcement career as a Police Officer with the Dallas Texas Police Department in 1987. In 1990, Mr. Magalassi became a Special Agent with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), assigned to the Dallas Field Division, Tulsa Oklahoma Field Office. Mr. Magalassi spent the majority of his ATF career specializing in fire and explosives forensics as an ATF Certified Fire Investigator, Certified Explosives Specialist, and member of the ATF National Response Team.
During Mr. Magalassi’s career with ATF he was appointed as the Resident Agent in Charge of the Tulsa and Muskogee Field Offices, Resident Agent in Charge of the Oklahoma City Field Office, and Chief of the ATF Fire Investigation and Arson Enforcement Division (FIAED) at the National Center for Explosives Training and Research (NCETR) in Huntsville, Alabama.
Mr. Magalassi is currently the Manager of the Oklahoma State University (OSU), Explosives Training and Research Range, and an Adjunct Faculty member of the OSU Center for Health Science, Forensic Science Program. Mr. Magalassi holds a Bachelor of Science Degree in Police Science from Sam Houston State University and a Master of Science degree in Forensic Science from Oklahoma State University.

Chris McMurray holds a bachelor of science in Criminal Justice Administration, and has served in law enforcement for the past 27 years. During his 21 years with the FBI, McMurray held a variety of posts in the United States, including administration of the FBI Special Agent Bomb Technician Program. Additionally, McMurray served as the FBI Attaché for United States diplomatic missions in Canada, Ukraine and Cambodia.
William Bagley

William Bagley is an associate research engineer who supports energetics research and humanitarian demining programs at the Johns Hopkins University Whiting School of Engineering's Energetics Research Group. Bill also serves as the Principal Technical Representative to the Joint Army Navy NASA Air Force (JANNAF) Interagency Propulsion Committee’s Safety & Environmental Protection Subcommittee, the Propellant and Explosives Development & Characterization Subcommittee, the Propulsion Systems Hazards Subcommittee and co-chairs the JANNAF Homemade Explosives Mission Area. He is a member of the International Association of Bomb Technicians & Investigators, and a Senior Explosive Ordnance Disposal Technician.
Christopher Cowlin

Dr. Christopher Cowlin holds 8 graduate degrees across multiple disciplines and languages. He had the privilege of serving 26 years as a special operations bomb disposal technician (100% service-connected disabled), followed up as a Senior Department of Defense EOD Official, and currently supports a plethora of NGO’s. Professor Cowlin is an internationally recognized polymath with extensive knowledge and experience responding to Black Swan events, over the horizon predictive analysis, Asian organized crime forensic psychology, and bomb maker threat assessment. He is deeply involved in food security, removal of Explosive Remnants of War (ERW), and emerging technologies related to these areas. Dr. Cowlin supports non-binary gender initiatives internationally and conducts Post Traumatic Growth (PTG) research. He is a global nomad with a primary base of operations in rural SE Asia. As doctoral faculty at several internationally recognized universities, he actively mentor’s students involved in solving real world problems that will save lives. Dr. Cowlin is married to academia, enamored with the history of the ancient Angkor, committed to oversized motorcycles, and never far from a Byzantine and peculiar tome. He measures life by what we give, not what we get.
Matthew Howard

Matthew Howard is a Technical Program Manager at a large tech firm supporting infrastructure projects. A graduate of the United States Military Academy at West Point, Matt served in the Army for six years, becoming a Senior Explosive Ordnance Disposal technician. In 2018, Matt co-founded Bomb Techs Without Borders and became CEO. His primary focus for BTWOB is using emerging social media markets in the developing world to deliver educational materials and safety messages directly to people in areas impacted by unexploded ordnance.
Matthew K. Green, PhD, MS

Matthew Green runs the Fire and Explosives Research Laboratory at OSU Center for Health Sciences in the School of Forensic Sciences. Additionally, he is an Associate Member of the Graduate Faculty at OSU, teaching Chemistry of Pyrotechnics and Explosives, and Explosives Research, Testing, and Evaluation Methods courses. Matthew also serves as a visiting chemist instructor for both the ATF’s Homemade Explosives Course and Raven’s Challenge.

Colonel Leo E. Bradley (U.S. Army, Retired) is a consultant and subject matter expert providing world class expertise and thought leadership in explosive ordnance disposal (EOD), counter improvised device (C-IED), counter weapon of mass destruction (C-WMD) and explosives safety. He served 29 years in the United States Army, most of those in ordnance and explosive ordnance disposal assignments, including commander of the 71st Ordnance Group (EOD) and Combined Joint Task Force Paladin (Counter-IED) in Afghanistan (July 2011-June 2012), the Chief of EOD and Humanitarian Mine Action in the Office of the Assistant Secretary of Defense for Policy; the EOD Division Chief for the Army Staff, and the commander of the 184th Ordnance Battalion (EOD), including a deployment to Baghdad, Iraq in 2005. He walked down on his first suspect IED in 1994, in Wichita Falls, Texas, as an EOD company commander; shortly followed by his company’s response to the Murrah Federal Building bombing in Oklahoma City, an event that continues to drive his focus today. He is a senior staff engineer and subject matter expert for the Whiting School of Engineering at Johns Hopkins University, an adjunct instructor at the Oklahoma State University Graduate School of Forensic Sciences, and a member of the Board of Advisors of the International Association of Bomb Technicians and Investigators. He holds a Bachelor of Science degree in Science from the Pennsylvania State University.

Ty Burns is currently the Representative for House District 35. Ty has a background in Law Enforcement, Teaching/Coaching, Military, and Ranching. Ty retired from the 45th Infantry Brigade with 20 years of service in 2018. (Ret) Sgt 1st Class Burns has been deployed to Iraq in 2007-2008 and Afghanistan in 2011-2012. He is the recipient of many awards including Combat Infantry Badge, Bronze Star, and Purple Heart.
